Ross Brooks serves as the Chief Executive Officer of Mountain Family Health Centers, a community health center serving more than 15,000 Coloradans annually in Western Colorado. Ross joined Mountain Family in July 2012, after 10 years serving at the Colorado Community Health Network (CCHN, Denver, 2002-2012) and 3 years serving at the Health Care Advisory Board Company (ABC, Washington DC, 1999-2002). Ross is driven by the simple principal that access to affordable health care is a human right, not a privilege. Ross’ job is to be the chief curator and leader of Mountain Family’s values, vision, and mission. Mountain Family’s mission is “to provide high quality, integrated primary, behavioral, and dental health care in the communities we serve, with special consideration for the medically-under served, regardless of ability to pay.” Ross oversees Mountain Family’s strategic plan, operations, finances, quality, and all healthcare services (including physical, medical, dental, and behavioral healthcare). In addition to serving as Mountain Family’s Executive Director, Ross serves on various boards and commissions, including the Colorado Community Health Network (CCHN) Board, Colorado Community Managed Care Network (CCMCN) Board, Community Health Association of Mountain/Plains States (CHAMPS) Board, Community Health Provider Alliance (CHPA) Board, West Mountain Regional Health Alliance (WMRHA) Board, and Western Healthcare Alliance (WHA) Board. Nationally, Ross serves on the National Association of Community Health Centers’ (NACHC) Policy Committee, Rural Health Committee and Committee on Health Center Finance and Operations.
Art Fernandez serves as the Chief Operating Officer for Mountain Family Health Centers. Art joined Mountain Family in July 2007, after more than sixteen years of health care management experience. Art’s years in the medical industry have afforded him the opportunity to hone his skills in health care operations, leadership, systems/process administration, utilization management, and business development. Prior to joining Mountain Family, he worked for several medical and dental for-profit and not-for-profit organizations in Southern California. Before embarking into a career in health care, Art’s experience included holding various management level positions in banking operations with Bank of America. Art received his Bachelor of Arts degree in Business Administration from the California State University, Los Angeles.
When not working Art enjoys biking, hiking, traveling (road trips), gardening, and spending time with his wife Annette, two children Sean and Monica, and our three dogs Casey Jane, Cash, and Snowball.
Annette Franta is Mountain Family Health Centers’ Chief Finance Officer, responsible for Patient Accounts, Outreach and Enrollment, Finance and Human Resources Departments. Annette became part of the MFHC Executive Team in 2005, after eleven years in the Finance Department of the local community mental health center. Prior to her management roles in the health care business, Annette worked as a consultant for a national firm coordinating cost allocation plans, productivity studies, and cost analysis for over fifteen cities, counties and state governments in the Western US. Annette earned her Bachelor of Arts in Accounting from the College of St. Benedict, in St. Joseph Minnesota where she also interned in the business office before she launched her career in Colorado at the University of Colorado Foundation in Boulder.
In addition to her role as the CFO for Mountain Family, Annette participates and sometimes coordinates activities and fund raising events for the local Elks Lodge including high school scholarships, veterans recognition and support, and other community youth activities. When she is not at work for Mountain Family, she may be found at the golf course, on a lake, or in her yard enjoying the beauty of Colorado outdoors. As a native of Minnesota, Annette enjoys water sports which now mostly consists of fishing or just boating and camping with husband Dan, and whenever possible other friends and of course the grandkids!
Dr. Millard is the Dental Director for Mountain Family Health Centers. He is a native of Montana. He received his Dental Degree from the University of Minnesota, and served as a Dental Officer in the US Navy for 6 years. He was selected for specialty training in periodontics, and attained board certification in 1995. He practiced as a periodontist in Northern California for 15 years before joining our team. He enjoys mountain biking, snowboarding, golfing, hiking, and raising his four kids. Dr. Millard has two natural children, and has adopted two little girls.
Jenny has been with Mountain Family Health Center since 2000 after completing graduating from the University of Colorado’s Family Nurse Practitioner program. Previously Jenny had completed her Certified Nursing degree at the University of Rochester nursing program and finished her Certified Nurse Midwife degree from the University of Pennsylvania. Jenny had the opportunity to serve several years in the United States Peace Corp in Yemen practicing at health clinics in this poverty stricken area. It was during her stint at an Ecumenical Mission in Guatemala that Jenny found her passion working with mothers and children. Jenny went on to serve at a Free Standing Birth Center in the Bronx, New York developing her Midwife birthing skills. Jenny moved to Glenwood Springs, Colorado in 1995 and now enjoys practicing part-time at Mountain Family Health Center and also contributes at Mountain Valley Developmental Center. Jenny enjoys spending time with her husband and two daughters experiencing the wonders of the Colorado Mountains.
Dr. Ryn is a recent addition to Mountain Family Health Centers serving as a family physician as well as our Chief Medical Officer. She graduated from Midwestern University (Arizona College of Osteopathic Medicine) in 2001. Dr. Ryn has been practicing medicine since 2004 and is currently board certified in family practice and holistic/integrative medicine. She established her own practice in Arizona and introduced an integrated care model to the area. She was an officer in the Air Force and completed her active duty time in 2013. Dr. Ryn comes to us from a community health center in Prescott, Arizona. She is very excited to be in Colorado and part of our team!
Scott Owens, SPHR, SHRM-CP
Scott Owens is the Human Resources Director at Mountain Family Health Centers. He is a native of Michigan. Scott received his degree in Interpersonal and Public Communication from Central Michigan University. Scott has extensive experience in hospitality, management, sales and human resources and earned his senior professional in human resources (SPHR) certification in 2016. When Scott is not spending time with his wife and two daughters, he enjoys participating in the abundance of activities the mountains offer.
